Saudi Urban Heritage Conservation: Evidence, Fabric and Use
Saudi urban heritage conservation is not a matter of returning a façade to an imagined original appearance. It is the controlled management of change across buildings, streets, infrastructure, ownership and everyday use. A district can retain familiar elevations yet lose the routes, thresholds, construction knowledge and social patterns that explain why it matters.
This distinction is especially important in Saudi Arabia, where coastal coral-stone houses, Najdi earth construction, mountain stone settlements and twentieth-century concrete buildings respond to different climates and forms of life. A credible conservation programme must therefore begin with evidence and significance, not a standard palette of finishes.
What urban heritage conservation protects
The object of conservation may be a building, but the subject is often a larger urban system. Plot divisions, alleys, shaded transitions, markets, religious buildings, open spaces, water routes and views can be as important as masonry or timber. Protecting only the most photogenic buildings risks reducing a living district to isolated exhibits.
Significance is also layered. A later stair, repaired roof or altered room may document a period of occupation rather than constitute damage. The question is not simply whether an element is old. We need to know what evidence it carries, whether it contributes to the whole and what would be lost if it were removed.
Evidence before design
A conservation brief should be built from measured drawings, archival records, oral histories where relevant, photographic surveys and a mapped condition assessment. Each crack, stain or deformation must be recorded consistently enough to compare it over time. Monitoring can then distinguish stable historic movement from an active structural problem.
Material investigation matters because similar symptoms can have different causes. Salt crystallisation in porous coastal masonry, rain erosion in an earthen wall and corrosion-driven spalling in reinforced concrete do not accept the same repair. Sampling, moisture mapping and limited opening-up help define the smallest intervention capable of addressing the cause.
This evidence-led approach also applies to modernist and postmodern buildings in Saudi Arabia. Their glazing, sealants, concrete and mechanical systems may differ from older fabric, but the obligation remains the same: understand significance and performance before replacing material.
Historic Jeddah: a port and pilgrimage city
Historic Jeddah cannot be understood as a collection of Roshan façades alone. Its importance grew from the Red Sea port and its role as a gateway for pilgrims travelling to Makkah. Tower houses with projecting timber screens stand alongside lower coral-stone buildings, mosques, ribats, souqs, squares and a dense network of quarters and streets.
The construction is inseparable from environmental behaviour. Porous coral masonry and lime-based joints manage moisture differently from dense modern cement. An impermeable repair can trap water and salts, accelerate decay at the edge of the patch and make the new work stronger than the historic substrate. Timber screens likewise require inspection of joints, water paths and concealed decay rather than a surface coating alone.

Visitor facilities and new services should support these relationships without displacing the residents and activities that keep the district legible as a city.
At-Turaif: earth, archaeology and landscape
At-Turaif in Diriyah presents a different conservation problem. Its Najdi earthen ensemble includes palaces and an urban fabric tied to the oasis of Wadi Hanifah. The value lies not only in individual walls but also in the road network, archaeological deposits, skyline and the relationship between settlement and landscape.
Earth construction depends on compatible maintenance. Roof drainage, parapet caps, wall bases and sacrificial surface layers must work as a system. Replacing erodible earth with a harder impermeable skin may appear durable, yet it can redirect moisture and cause loss elsewhere. Repair mixes should be tested against the existing material, and interventions should remain readable without visually fragmenting the ensemble.
Al-Saqqaf Palace: reading successive layers
Al-Saqqaf Palace in Makkah demonstrates why a building history must be assembled before a restoration narrative is written. The complex is commonly dated to around 1880. The name refers to an earlier property associated with the Al-Saqqaf family that was later acquired and expanded into a larger royal and administrative complex.
Its construction combines local stone with timber brought through long-distance trade, including material from India and East Africa. After the establishment of the Saudi state, the palace accommodated royal residence, public audiences and governmental functions; areas were used at different periods by the emirate, police and the Muslim World League. These successive roles are part of its significance rather than noise to be erased in pursuit of one date.
A restoration programme reported in September 2025 under the Royal Commission for Makkah City and Holy Sites makes older descriptions of the palace as simply abandoned obsolete. Current condition must be established through current inspection. Archival photographs can identify missing elements or earlier finishes, but they cannot substitute for material diagnosis on site.
Compatible use without spatial erasure
Adaptive use can fund occupation and maintenance, but only when the programme fits the capacity of the building. Occupancy loads, escape routes, accessibility, kitchens, toilets, environmental control and service distribution should be tested before accepting the use. If compliance requires removing the spaces and fabric that carry significance, the brief is incompatible rather than the heritage being deficient.
New work should be distinguishable on close reading, physically compatible and no more extensive than necessary. Reversibility is valuable where achievable, but it is not a slogan: fixings, routes and junctions must be designed so that later removal does not destroy the original material. We integrate these questions into design development rather than defer them until construction.
From conservation plan to site control
The approved intervention needs a clear chain of evidence from survey to drawing, specification, sample and site record. Mock-ups can test cleaning, mortar colour, joint profile and protective finishes before large areas are affected. Unexpected fabric uncovered during work should trigger a documented review, not an automatic continuation of the tender detail.
Procurement must recognise that heritage work includes investigation and adjustment. Measured quantities alone cannot manage every uncertainty. Defined hold points, specialist qualifications, photographic records and agreed procedures for discoveries connect conservation intent to construction project management.
Maintenance is part of the project
A restored building begins another maintenance cycle on the day it opens. Responsibility, inspection intervals, access routes, compatible repair materials and a funded response plan should be defined before handover. Gutters, roof outlets, flashings, timber joints and ground drainage often deserve more attention than dramatic replacement work because small failures can produce large losses.
This is also a form of sustainability: retaining embodied material, extending useful life and avoiding repeated cycles of removal. Energy upgrades still require measured targets, but they must account for moisture movement, historic fabric and actual patterns of use.
A decision framework for Saudi urban heritage
Before approving an intervention, we ask six connected questions: what is significant; what evidence supports that assessment; what mechanism is causing deterioration; what change is genuinely required; how will new work affect the whole building and district; and who will inspect and maintain it after completion?
The strength of Saudi urban heritage lies in its differences, not in a single historic image. Jeddah, At-Turaif and Al-Saqqaf Palace require distinct technical responses, yet all benefit from the same discipline: evidence before design, compatible materials, accountable change and a viable life after restoration.
